When you create a new layer, it turns into a highlighted blank square that you can drag onto the image. When you create a new layer, the Layers palette shows thumbnail previews of all of your images and the new one (what you just created). For example, the keyboard shortcut F11 (for full screen display) expands the Layers palette so that you can see the entire document and not have to rely on the tiny icons in the small Layer palette.
